After meeting with a tribal council in 1873, Powell returned to Washington to report on the illegal activities of various Indian agents and to make recommendations to Congress. The Army should discontinue its military campaigns against the Indians, he argued, and the various tribes and wandering bands should be placed on reservations with sufficient arable soil, water, game, and other resources.

G. Squier and Edwin H. Davis’s (1811–88) lavishly illustrated Ancient Monuments of the Mississippi Valley (1848) as the first volume in its publication series, Smithsonian Contributions to Knowledge, attested to the importance of that question.
