He had met Indians, recorded their languages and made collections of their arts and crafts. He spoke to many in their own language, and his honesty and integrity earned him their respect. After meeting with a tribal council in 1873, Powell returned to Washington to report on the illegal activities of various Indian agents and to make recommendations to Congress. The Army should discontinue its military campaigns against the Indians, he argued, and the various tribes and wandering bands should be placed on reservations with sufficient arable soil, water, game, and other resources.
G. Squier and Edwin H. Davis’s (1811–88) lavishly illustrated Ancient Monuments of the Mississippi Valley (1848) as the first volume in its publication series, Smithsonian Contributions to Knowledge, attested to the importance of that question. With the encouragement of Joseph Henry (1797–1878), renowned physicist and first secretary of the Smithsonian Institution, Squier and Davis attempted to bring science to bear in order to resolve the question of the Moundbuilders’s identity. “At the outset,” they wrote, all preconceived notions were abandoned, and the work of research commenced, as if no speculations had been indulged in, nor anything before known, respecting the singular remains of antiquity scattered so profusely around us.
