The security forces were still fighting blind, without effective intelligence. On 1 March the IZL carried out 16 separate attacks that left 20 soldiers dead and another 30 wounded. The most serious was a daylight raid on the officers’ club in Jerusalem in which 12 soldiers were killed. The following day, the new GOC Palestine, Lieutenant General Gordon MacMilland, put into effect Operation Elephant and imposed martial law on Tel Aviv and the Jewish districts of Jerusalem. This was something the army had long demanded and planned for.
There were mass arrests. By the end of the day 2718 people had been detained, including four members of the Agency executive. The searches of the various settlements met with resistance in which four Jews were killed and many others injured. Altogether 33 arms caches were discovered, containing nearly 600 weapons, half a million rounds of ammunition and a quarter of a ton of explosives. This apparent success was misleading. The overwhelming weight of the army’s searches fell on the Haganah, the most open and vulnerable of the At War with Zion 21 Zionist armed formations.
