In Ireland judges came into districts in which martial law was in force, presumably to deal only with cases which had no connection with sub-war, such as disputes regarding property or inheritance, or crimes in the ordinary course of life, such as burglary or theft.

Any other regulations which the martial law ruler might issue would be regulations for the control of his subordinates to ensure a degree of uniformity in action and guide them in the task of bringing the inhabitants to absolute order. Real martial law is the rule of a conqueror, like William the First.
