Neither side respected America’s neutrality to the extent its leaders demanded, as both Britain and France sought to limit each other’s overseas commerce and supply routes. Like many neutral nations, the United States fell prey to the navies and customs officers of both countries and, like some European nations, was willing to back its perceived rights with force. This contributed first to what has been dubbed America’s Quasi War with France from 1798 to 1800 and ultimately to the War of 1812 with Britain.
By this time, the situation had changed: the Quasi War was over, and the United States was governed by the far-less-cooperative Republicans. With the approval of the conservative tory government, the Royal Navy soon began seizing American ships trading in French goods and contraband. The next year, “the Ministry of All the Talents,” a whig coalition, came to power in Britain. It was more sympathetic to the American trading interest, and so it had the Essex decision set aside. However, the ministry was short-lived, and the tories were back in power a year later and ready again to pounce on American ships.
In short, from a British imperial perspective the crisis that preceded the American Revolution was less a case in which American colonists were targeted for persecution than a case in which many (but not all) Americans elected to opt out of the new centralized system being applied throughout the empire. Other colonists, particularly in the Caribbean, complained, but only thirteen colonies took up arms. 45 In 1812 the United States again declared war on remarkably similar grounds, leading many participants and subsequently early historians of the conflict to portray the War of 1812 as a second American Revolution.
