A clear slope change is apparent in Rxy at v=4/ll, although the quantization value remains ill defined as in the early stages of many developing fractions. The strong Rxx minima at v=4/l 1 and the accompanying developing Hall plateau point to the formation of FQHE states at this fraction.

The energy scale associated with these phases is estimated to be rather low, approximately an order of magnitude below the analogous states in higher Landau levels.
