The United Nations Development Programme (UNDP) in its Human Development Report 1990, suggests that the key indicators in measuring human development are life expectancy, literacy and command over resources needed for a decent living. The latter, which is the most difficult to measure, requires data on access to land, credit, income and other resources. However, since data on many of these variables are scarce, per capita income is possibly the best indicator. Using life expectancy, literacy and income, the UN has produced a Human Development Index (HDI) with countries categorized into low, medium and high human development.
The population is still increasing, with people concentrating on more productive areas of land living on hillsides and suffering Tropical Africa 36 from chronic seasonal food shortages. Holdings are getting Smaller, cultivation is more intensive and there is much unemployment. Many people are now landless and, with no space to rear cattle, the lack of manure has resulted in the land losing its fertility.
